The objectives of this mixed method research were as follows. 1) To investigate and analyze the overall environment of the area of higher education institutions in the three southern border provinces. 2) To propose appropriate strategies and models for administration of higher education institutions in the three southern border provinces which are administrative tools that assist quality development and management of higher education institutions to be suitable for local self-identities and meet local needs. These proposed strategies and models are also a mechanism that promotes understanding and reduces severity of the unrest situation in the area. The results of the study revealed that 1) The overall. environment of the area of higher education institutions in the three southern border provinces, according to the documentary research using SWOT analysis and evaluations and recommendations made by 21 experts, were in congruence and most experts agreed with each issue at a high level. Furthermore, they made additional recommendations on strengths, weaknesses, opportunities, and threats. 2) For appropriate strategies and models for administration of higher education institutions in the three southern border provinces, from interpretations through interviews and focus group discussions, the researcher proposed 39 administrative strategies and 10 models for administration of higher education institutions in the three southern border provinces. From a survey of opinions of the subjects in the qualitative research, it was found that the overall levels of suitability of these strategies and models were at a high level and feasibility of these strategies and models were at a high level and a moderate level. However, the incongruence of the level of suitability and that of the feasibility reflects that most of the subjects considered that the strategies and models obtained from this study were suitable for implementation in the area at a high level while their feasibility for implementation was at a high level and a moderate level. This might be because to be successful in implementing them would require earnest cooperation and support from stakeholders of the administration of higher educational institutions in the area and other important groups involved such as the government, the Bureau of Budget, Office of the Higher Education Commission, the Ministry of Education, and the Southern Border Provinces Administration Center.
