The objectives of this research was 1) to study the context, operating conditions, problems and obstacles in the implementation, and the actual scope of operations of MPs, and the assistant operators of the MPs 2) to study the opinions of the MPs on the guidelines for the professional development of the assistants to MPs and 3) to create a learning program or model to improve operations, and to find ways to improve the professionalism of MPs operational assistants. This research was a qualitative research consisting of (1) document analysis; by collecting various information (2) In-depth interviews from key informants including 1) Members of the House of Representatives 2) Assistants for MPs and 3) Academicians and related parties such as experts, organizers Development of Assistant Operators Course for Members of the House of Representatives, Speakers by Purposive Sampling. The results of the study found that; 1 . Context and working conditions of MPs and operational assistants for MPs, which are divided into two types: field operations or spatial operations and academic work. As for the problems and obstacles in the implementation of the assistant operators of MPs are: 1) incompetence and ability to perform the work; 2) low compensation and no other benefits; 3) the responsibilities and scope of work are extensive and unclear; and 4) there is no assessment of the performance of the Assistant Operators of MPs. 2. Guidelines for professional development of the operational assistants of the MPs are: 1) training and learning during work, 2) selection by MPs according to the nature of the work to be assigned, and 3) attending training to gain knowledge and develop necessary skills, and 4) establishing standards in the position of Assistant Operations of the MPs. 3. Considered together with the needs of MPs, recommendations from the operational assistant and recommendations from experts, divided into 6 groups of 100 hours and increase the criteria in the regulations regarding a period of at least 2 years in office to truly take advantage of those who will take office including for the development of career paths. 4. Suggestions for guidelines for the development of assistant operators of MPs to be professional, including: 1) prescribing guidelines for appointing assistants for operations of MPs into 2 categories, namely the academic department and the operational department, 2) improve the system and regulations for the hiring of MPs' assistants by specifying the scope of work and responsibilities and assessing the results individually to notify the Secretariat of the House of Representatives, 3) encourage MPs to appoint at least one operational assistant of MPs to study and research problems in the area, 4) consideration of the necessity of having an appropriate worker for each category of Members of Parliament and the efficiency should be considered by possibly giving the MPs a budget to manage their own work or office.
