Abstract

 

The main objectives of this research are : i) to study a practice on Sangahavatthu of Bureau of Printing, The Secretariat of the House of Representatives, ii) to study a practice on coordinating operation of Bureau of Printing, The Secretariat of the House of Representatives, and iii) and to study relationship between Sangahavatthu and coordinating operation. The quantitative survey and qualitative researches were carried out in this study. One hundred and eleven personnel of Bureau of Printing, The Secretariat of the House of Representatives, constituted the population of this study. The In-depth interviews were conducted with 28 key informants, namely, 5 executives and 23 personnel representing three Bureaus of Printing, The Secretariat of the House of Representatives. The tool for collecting data is the questionnaire. The statistical techniques used for data analysis were frequencies, percentage, population average (μ), population standard deviation (σ). Pearson’s Product Moment Correlation was employed for testing the relationship between Sangahavattu and coordinating operation of Bureau of Printing, The Secretariat of the House of Representatives. In addition, the collected interview data were synthesized by Content Analysis Technique.

The findings of the study are concluded as follows : The overall level of practice on Sangahavatthu of respondents from Bureau of Printing, The Secretariat of the House of Representatives, was found at high level (μ=3.85). Having considered by aspects, it was noted at high levels in all aspects ranking from the most to the least in terms of means such as Piyavaca : kindly speech (μ=3.97), Atthacariya : useful conduct (μ=3.85), Dana : generosity (μ=3.81), and Samanattata : even and equal treatment (μ=3.79), respectively. The overall level of coordinating operation of personnel from Bureau of Printing, The Secretariat of the House of Representatives, was found at high level (μ=3.62), it was also rated at high levels in 3 aspects ranking from the most to the least in terms of means such as cooperation (μ=3.97), consistency (μ=3.53), and communication systems (μ=3.53), respectively. While the Coordinator (μ=3.41), was found at moderate level. Result of the analysis of the relationship between the practice of Sangahavattu and coordinating operation of personnel Bureau of Printing. The Secretariat of the House of Representatives revealed that the practice of Sangahavattu was positively related to coordinating operation at high level (R = 0.745). The guidelines for the development of the practice of Sangahavattu and coordinating operation of personnel Bureau of Printing, The Secretariat of the House of Representatives indicated that they should coordinate with the cordial words so that the coordinating operation would be participated by involving parties. The coordinators and Dana : generosity should be improved and developed. The results of in-depth interview showed that in respect of Sangahavatthu, most of informants expressed that personal relationship or friendship made services cordially. While in regard of coordinating operation, there was lack of consistency of materials such as machine out of order and insufficiency in numbers for services and the Bureau of Printing did not promote publicly its services, resulting in its capabilities being known by service users.
