Abstract

The objectives of this research were 1 ) to study the operating conditions and roles of the persons performing duties to accompany members of the House of Representatives, 2 ) to study the differences of the persons performing duties to accompany members of the House of Representatives from 2011-2020, and 3 ) to study the databases to determine the specific characteristics of the persons performing duties to accompany the members of the House of Representatives to perform duties of excellence and in accordance with the requirements of the House of Representatives. Qualitative research method was applied using documentary research, in-depth interview and focus group. Key informants consisted of the parliamentarian group, the  executives of the Secretariat of the Parliament, members of the House of Representatives on a constituency basis and a party-list form, persons performing duties to accompany members of the House of Representatives, and related academics.

Findings of this research were:

  1. 1) There was still a lack of clarity in the determination of authority of experts, specialists, and assistants of members of the House of Representatives. This should be defined in writing as a manual. Training should be organized according to the region to suit the context of the area.
  2. 2) There was still no evaluation of the work of the persons performing duties to accompany members of the House of Representatives. And
  3. 3) for the characteristics of the person performing duties to accompany members of the House of Representatives, the qualifications of age and experience should be improved. There should be a proportion of duty-bearers who are people in the area. And there should be an improvement for the method of appointing those who perform duties that accompany different types of members of the House of Representatives, constituency basis and party-list basis.
