The research methodology is qualitative, utilizing data collection and analysis. The instruments employed in the research consisted of document research, focus group discussions, non-participant observations, and a satisfaction survey of members of the House of Representatives and Senators. The data was collected from 94 participants of the selective office and this is consistent with the research objectives. Key informants were obtained by a non-probability-based selection method (Convenience Sampling). Focus group discussions consisted of civil servants from the parliament and government officials from the Secretariat of the House of Representatives. Key informants for the satisfaction survey were the members of the House of Representatives and Senators.
The results of the study showed that there were two aspects of the performance of duties: academic and administrative. This involved research, data collection and analysis of indebt legal information, correspondence and general administrative work, a library resource service, a reference service and overview, website development, document preparation for a proposed bill Agenda 1, and motions including documents requiring approval by the parliament. The researchers discovered that the support personnel for members of parliament encountered some difficulties affecting the quality of their performance when executing the following duties: research studies, data collection and analysis of academic and legal information, document preparation for academic and legal work (before, during and after the performance of duty), resource/knowledge compilation needed to perform tasks, limitations of academic and legal practice (digital and foreign language skills) and collaboration improvements (between workgroups, between offices, and between external agencies). The researchers, hence, suggested guidelines and recommendations for the support personnel of parliamentarians to increase their capacity and excel in the performance of their duty. Executives should encourage the support personnel to attend training and pursue further studies, according to their workload and corresponding to their needs. The support personnel require some essential knowledge and skills to perform exceptional duty. For instance, these include foreign languages, computer and digital skills, specialty laws, environmental laws, financial and business laws (especially Bitcoin), Computer Act laws, tax laws, public laws, etc.
